About Municipal By-Laws

The Nagar Palika Parishad By-Laws are the set of rules and regulations that govern the administration and functioning of our municipal corporation. These by-laws cover various aspects of urban governance including taxation, property regulations, sanitation, public health, and civic amenities.

Section 1: Property Tax Taxation
  1. All property owners within municipal limits shall pay property tax annually as per the rates prescribed by the Nagar Palika Parishad.
  2. Property tax shall be calculated based on the annual rental value of the property as assessed by the municipal authorities.
  3. Tax payments are due by March 31st each year. Late payments will attract a penalty of 2% per month.
  4. Exemptions may be granted for government properties, religious institutions, and charitable organizations after proper verification.
Section 2: Water Tax Taxation
  1. All properties with municipal water connection shall pay water tax quarterly.
  2. Water tax rates shall be based on the type of property (residential, commercial, industrial) and consumption levels.
  3. Properties with water meters shall be billed based on actual consumption.
  4. Unauthorized water connections will be penalized with a fine equal to 5 times the estimated annual water tax.
Section 3: Trade License Fees Taxation
  1. All commercial establishments must obtain a trade license from the municipality and pay the prescribed fees annually.
  2. License fees vary based on the type of business, floor area, and location of the establishment.
  3. New businesses must obtain the license before commencing operations.
  4. Operating without a valid trade license will result in a penalty of ₹5,000 plus 1.5 times the applicable license fee.
Section 4: Property Transfer Property
  1. All property transfers within municipal limits must be registered with the Nagar Palika Parishad within 30 days of the transaction.
  2. A transfer fee of 1% of the property value (as per stamp duty or municipal valuation, whichever is higher) shall be paid to the municipality.
  3. The seller must clear all pending municipal taxes before the transfer can be registered.
  4. Failure to register property transfers will result in the new owner being held liable for all previous municipal dues.
Section 5: Property Use Property
  1. Properties must be used only for the purpose specified in the municipal records (residential, commercial, industrial, etc.).
  2. Change of property use requires prior approval from the municipal town planning department.
  3. Unauthorized change of property use will attract a penalty of ₹10,000 plus ₹1,000 per day until compliance is achieved.
  4. Vacant properties must be properly maintained to prevent them from becoming public nuisances.
Section 6: Waste Management Sanitation
  1. All households and establishments must segregate waste into biodegradable, non-biodegradable, and hazardous categories.
  2. Waste must be disposed of only in designated municipal bins or collection points.
  3. Burning of waste in open areas is prohibited and punishable with a fine of ₹5,000.
  4. Construction waste must be disposed of at designated sites only. Illegal dumping will attract a fine of ₹10,000 plus cleanup costs.
Section 7: Public Cleanliness Sanitation
  1. Property owners are responsible for maintaining cleanliness of footpaths and drains adjacent to their properties.
  2. Littering in public places is punishable with a fine of ₹500 for individuals and ₹5,000 for commercial establishments.
  3. Spitting in public places is prohibited and punishable with a fine of ₹200.
  4. All commercial establishments must provide proper waste disposal facilities for their customers.
Section 8: Food Establishments Health
  1. All food establishments must obtain a health license from the municipal health department.
  2. Food handlers must undergo medical examination annually and possess valid health certificates.
  3. Establishments must maintain proper hygiene standards as prescribed by the Food Safety and Standards Authority of India (FSSAI).
  4. Violations of hygiene standards will result in fines up to ₹25,000 and possible closure of the establishment.
Section 9: Disease Prevention Health
  1. Property owners must eliminate stagnant water to prevent mosquito breeding.
  2. During disease outbreaks, property owners must allow municipal health workers to inspect premises and implement preventive measures.
  3. Failure to comply with disease prevention measures will result in fines up to ₹10,000.
  4. All death cases must be reported to the municipal health department within 24 hours.
Section 10: Business Licensing Trade
  1. No person shall carry on any trade or business within municipal limits without obtaining a valid license from the municipality.
  2. License applications must be submitted with all required documents and fees before commencing business.
  3. Licenses must be renewed annually before the expiry date.
  4. Operating without a valid license will result in a fine of ₹10,000 plus ₹500 per day of violation.
Section 11: Hawkers & Street Vendors Trade
  1. Street vendors must operate only in designated vending zones approved by the municipality.
  2. All vendors must obtain a vending license and display it prominently at their vending location.
  3. Vendors must maintain cleanliness in their vending area and dispose of waste properly.
  4. Unauthorized vending will result in confiscation of goods and a fine of ₹2,000.
Section 12: Construction Permits Building
  1. No construction, alteration, or demolition shall be undertaken without obtaining prior approval from the municipal building department.
  2. Building plans must comply with the municipal development plan and zoning regulations.
  3. Construction must adhere to approved plans and safety standards.
  4. Unauthorized construction will be subject to demolition at owner's expense plus a fine equal to 50% of the construction cost.
Section 13: Building Safety Building
  1. All buildings must maintain proper fire safety measures as per National Building Code.
  2. High-rise buildings (above 15m) must obtain annual structural safety certification.
  3. Owners must repair or demolish dangerous structures when notified by municipal authorities.
  4. Failure to comply with safety notices will result in municipal action plus recovery of costs from the owner.
Section 14: Pollution Control Environment
  1. No person shall discharge untreated effluents into municipal drains or water bodies.
  2. Industrial units must install pollution control equipment as prescribed by the Pollution Control Board.
  3. Burning of plastic, rubber, or other hazardous materials is prohibited.
  4. Violations will result in fines up to ₹50,000 and possible closure of the establishment.
Section 15: Tree Protection Environment
  1. No person shall cut, remove, or damage trees on public property without municipal permission.
  2. For tree removal on private property, owners must obtain permission and plant replacement trees as specified.
  3. Unauthorized tree cutting will result in a fine of ₹5,000 per tree plus the cost of replacement.
  4. All construction projects must include provisions for tree plantation as per municipal guidelines.
