About Municipal By-Laws
The Nagar Palika Parishad By-Laws are the set of rules and regulations that govern the administration and functioning of our municipal corporation. These by-laws cover various aspects of urban governance including taxation, property regulations, sanitation, public health, and civic amenities.
- All property owners within municipal limits shall pay property tax annually as per the rates prescribed by the Nagar Palika Parishad.
- Property tax shall be calculated based on the annual rental value of the property as assessed by the municipal authorities.
- Tax payments are due by March 31st each year. Late payments will attract a penalty of 2% per month.
- Exemptions may be granted for government properties, religious institutions, and charitable organizations after proper verification.
- All properties with municipal water connection shall pay water tax quarterly.
- Water tax rates shall be based on the type of property (residential, commercial, industrial) and consumption levels.
- Properties with water meters shall be billed based on actual consumption.
- Unauthorized water connections will be penalized with a fine equal to 5 times the estimated annual water tax.
- All commercial establishments must obtain a trade license from the municipality and pay the prescribed fees annually.
- License fees vary based on the type of business, floor area, and location of the establishment.
- New businesses must obtain the license before commencing operations.
- Operating without a valid trade license will result in a penalty of ₹5,000 plus 1.5 times the applicable license fee.
- All property transfers within municipal limits must be registered with the Nagar Palika Parishad within 30 days of the transaction.
- A transfer fee of 1% of the property value (as per stamp duty or municipal valuation, whichever is higher) shall be paid to the municipality.
- The seller must clear all pending municipal taxes before the transfer can be registered.
- Failure to register property transfers will result in the new owner being held liable for all previous municipal dues.
- Properties must be used only for the purpose specified in the municipal records (residential, commercial, industrial, etc.).
- Change of property use requires prior approval from the municipal town planning department.
- Unauthorized change of property use will attract a penalty of ₹10,000 plus ₹1,000 per day until compliance is achieved.
- Vacant properties must be properly maintained to prevent them from becoming public nuisances.
- All households and establishments must segregate waste into biodegradable, non-biodegradable, and hazardous categories.
- Waste must be disposed of only in designated municipal bins or collection points.
- Burning of waste in open areas is prohibited and punishable with a fine of ₹5,000.
- Construction waste must be disposed of at designated sites only. Illegal dumping will attract a fine of ₹10,000 plus cleanup costs.
- Property owners are responsible for maintaining cleanliness of footpaths and drains adjacent to their properties.
- Littering in public places is punishable with a fine of ₹500 for individuals and ₹5,000 for commercial establishments.
- Spitting in public places is prohibited and punishable with a fine of ₹200.
- All commercial establishments must provide proper waste disposal facilities for their customers.
- All food establishments must obtain a health license from the municipal health department.
- Food handlers must undergo medical examination annually and possess valid health certificates.
- Establishments must maintain proper hygiene standards as prescribed by the Food Safety and Standards Authority of India (FSSAI).
- Violations of hygiene standards will result in fines up to ₹25,000 and possible closure of the establishment.
- Property owners must eliminate stagnant water to prevent mosquito breeding.
- During disease outbreaks, property owners must allow municipal health workers to inspect premises and implement preventive measures.
- Failure to comply with disease prevention measures will result in fines up to ₹10,000.
- All death cases must be reported to the municipal health department within 24 hours.
- No person shall carry on any trade or business within municipal limits without obtaining a valid license from the municipality.
- License applications must be submitted with all required documents and fees before commencing business.
- Licenses must be renewed annually before the expiry date.
- Operating without a valid license will result in a fine of ₹10,000 plus ₹500 per day of violation.
- Street vendors must operate only in designated vending zones approved by the municipality.
- All vendors must obtain a vending license and display it prominently at their vending location.
- Vendors must maintain cleanliness in their vending area and dispose of waste properly.
- Unauthorized vending will result in confiscation of goods and a fine of ₹2,000.
- No construction, alteration, or demolition shall be undertaken without obtaining prior approval from the municipal building department.
- Building plans must comply with the municipal development plan and zoning regulations.
- Construction must adhere to approved plans and safety standards.
- Unauthorized construction will be subject to demolition at owner's expense plus a fine equal to 50% of the construction cost.
- All buildings must maintain proper fire safety measures as per National Building Code.
- High-rise buildings (above 15m) must obtain annual structural safety certification.
- Owners must repair or demolish dangerous structures when notified by municipal authorities.
- Failure to comply with safety notices will result in municipal action plus recovery of costs from the owner.
- No person shall discharge untreated effluents into municipal drains or water bodies.
- Industrial units must install pollution control equipment as prescribed by the Pollution Control Board.
- Burning of plastic, rubber, or other hazardous materials is prohibited.
- Violations will result in fines up to ₹50,000 and possible closure of the establishment.
- No person shall cut, remove, or damage trees on public property without municipal permission.
- For tree removal on private property, owners must obtain permission and plant replacement trees as specified.
- Unauthorized tree cutting will result in a fine of ₹5,000 per tree plus the cost of replacement.
- All construction projects must include provisions for tree plantation as per municipal guidelines.
